I am currently a L3 high power rocket certified flyer with CAR. From my experience, that type of motor burns quite differently than anything commercially available, at least from the photo evidence I have seen. While I can not say for certain this was not a HPR (high power model rocket) it sure does not look like anything I have seen in my 10 years being involved with the hobby.
